Josh is a partner at the political and regulatory consultancy Flint Global where he leads the company’s work on energy and environment issues.
Prior to joining Flint, Josh was Energy Advisor to the Secretary of State for Business, Energy and Industrial Strategy. In this role, he provided policy and strategic advice directly to senior politicians on a wide range of energy and climate issues. This included playing a key role in major governmental policy decisions, such as setting the UK’s net zero target.

Previously Josh held a number of other senior roles at the centre of Government, including three years in the Prime Minister’s Policy Unit in No10 Downing Street leading on energy and environment. He was also Head of the Energy Policy team in HM Treasury where he led the department’s work on major infrastructure negotiations, including on nuclear and offshore wind. Josh also spent two months working as a senior advisor within the COP26 Unit.

Alongside his work at Flint, Josh is a Senior Fellow at the think-tank Policy Exchange and an expert advisor to the UK innovation agency NESTA.
