Julian Bartlett
Director - Regional Infrastructure Lead, North America, Turner and Townsend
Julian is an Executive Vice President at Turner and Townsend and has more than 30 years of experience in commercial management on a wide range of major projects. Julian has spent the last 8 years working in the Aviation sector with 5 years at Heathrow and 3 years at Toronto Pearson. Prior to that he was the head of cost and controls on the $25bn Crossrail (Elizabeth Line) and led the integrated commercial team that took the program from a pre-contract stage to 80% complete.
On the Heathrow development program, leading the commercial and controls teams. He implemented a workstream to streamline processes, improve management information, and importantly, develop detailed commercial reports used to drive improved decision-making from a commercial perspective. He focused on commercial close out and was instrumental in closing the regulatory period on budget at circa $5bn. Julian has driven the integration of the commercial, controls, and project management functions and has deployed the appropriate toolkit to manage a program that typically spends circa $1.5bn per annum. Julian led this cross-functional team of over 300 people.
Over the last 3 years Julian has been leading the Turner & Townsend team on leading the procurement and setting up the PMO for Toronto Pearson LIFT program. This is a massive investment to increase passenger numbers from 45mppa to 65mppa. The team has procured and OE/OR and is now in the market for one of the largest procurements in Canada with target price and innovative incentive mechanisms.
